Chaffee County Housing Needs Update

Williford LLC and Urban Rural Continuum created a snapshot of the housing needs in Chaffee County, Colorado, in order to update the Chaffee County Housing Needs Assessment and Strategy completed in the summer of 2016. The assessment is intended to support and guide future time, effort, and funding priorities as the community invests in workforce housing.This study provides updated data on the amount, location, tenure, bedroom count and price points of the housing needed for local residents and employees for the region and the three municipalities. The work was completed in 2022.

Cortez Housing Needs Assessment

Williford LLC lead a consultant team to complete a housing needs assessment for City of Cortez. The assessment documented demographic and employement trends, current and projected housing needs and gaps, local cost of construction, and potential areas where local land use regulations could better support housing that is affordable to the local workforce.

Eagle River Valley Housing Demand Analysis

This study goes beyond the traditional Housing Needs Assessment by examining local residents’ housing preferences and the point at which they are willing to trade price for location and/or amenities. The study also explores what housing solutions residents, employers, and local officials feel would be most appropriate to better keep up with housing needs in this high cost community, setting the stage for strategic planning at a regional level. The study was sponsored by Eagle County Housing and Development Authority.

Fraser River Valley Housing Needs Assessment

The Fraser River Valley Housing Partnership is a newly formed multijurisdictional housing authority that includes Winter Park, Fraser, Granby and Grand County. Williford LLC led a housing needs update to quantify changes in the market within the new authority’s geographic area, as well as the four participating jurisdictions. The study included quantifying the capital gap for attainable housing in today’s high cost construction environment, and the community benefits associated with investing in year-round workforce housing. Urban Rural Continuum and WSW Consulting collaborated with Williford LLC to make the project possible. This assessment was completed in 2022.

Grand County Housing Needs Assessment

Williford LLC collaborated with WSW Consulting and Urban Rural Continuum to document the housing needs for three market areas within Grand County. Grand County is a large rural county, with an economy historically driven by mining and ranching. Current economic pressures and opportunities include housing employees for Winter Park and Summit County, and a large influx of summer seasonal tourism, with Rocky Mountain National Park access through the town of Grand Lake.

Gunnison Valley Housing Needs Assessment

This study evaluates major market areas in the Gunnison Valley. It quantifies unmet needs and projects demand for additional housing in the coming years. The study quantifies housing problems and recommends solutions. The study was coordinated by the Gunnison Valley Regional Housing Authority, and sponsored by a coalition of six agencies in the region.

Gunnison Watershed School District Employee Housing Needs Assessment

Like many rural school districts, Gunnison Watershed is interested in understanding their employee housing needs and the relationship between the local housing market and their ability to recruit and retain the talented workforce they need. Williford LLC supported the school district with an employee survey and assessment of employee needs relative to the Gunnison valley housing market. The report was completed in 2023.

Hayden Housing Needs Assessment

 Williford LLC, Cappelli Consulting, and Urban Rural Continuum created this needs assessment for Hayden. This Housing Needs Assessment was informed by a Steering Committee representing Hayden residents, business leaders, non-profit service providers, elected officials, local government staff, surveys, and focus groups. Based on a compilation of demographic and market research, the following analysis provides a concise summary of: The report includes the housing needed to catch up to the existing unfilled demand, the projected housing needed to meet future demand, and a breakdown of the tenures and price points needed to provide residents with housing options that are affordable based on local income levels. This work was completed in 2022.

Lake County Homeless Assessment

Williford LLC and Domos Consulting created a comprehensive report on homelessness in Lake County. Through interviews, a community workshop, and a focus group the team found that the lack of available and affordable housing is the prevailing homeless concern in Lake County. The report includes existing services and outlines gaps and potential strategies for homelessness prevention, crisis response, and long-term solutions. This report was completed in 2022.

Mammoth Lakes Housing Needs, Accomplishments and Challenges

This study provides an update of the current housing market conditions, a comprehensive review of existing programs, resources, development opportunities and constraints, and a comparison of housing solutions from other resort communities. This in-depth study provided the foundation for an action plan. The study was commissioned by Mammoth Lakes Housing, Inc, with funding provided by Mammoth Lakes Mountain Resort.

South Lake Tahoe Housing Needs Assessment

Support WSW Consulting Inc on a housing needs assessment and analysis of barriers to housing creation in in a geographic area that includes counties in California and Nevada. The Housing Needs Assessment sets the stage for the strategic plan.

Sterling/Logan County Housing Needs Assessment

The city of Sterling is located Logan County, in northeastern Colorado. It’s a rural community, with a large correctional facility. Housing challenges are abundant for all people across a wide spectrum of economic status in the community. In partnership with Sterling Logan Economic Development Council, we created an assessment of current housing challenges, projected needs and demand, and worked with community members to choose three targeted initiatives increase the supply of housing options ranging from homeless to middle income households seeking to purchase. Colorado Health Foundation provided funding for the assessment and action planning process through their housing and health equity initiative.

Teton Regional Housing Needs Assessment

Williford LLC participated in a collaborative team to update the housing needs of the Teton Region, including three counties in Wyoming and Idaho.The research documented the need for over 5,300 units in this rapidly growing, high income disparity market. The report was completed in 2022.

Whitefish Housing Needs Assessment

This study evaluates the housing market in the Whitefish, Montana zip code area, with a focus on where the housing market is not meeting the needs of the local workforce. It clarifies the amount, type and price point of housing needed. The study was coordinated by the Whitefish Chamber of Commerce, and the work was guided by a stakeholder group of business, government, and non-profit leaders.
